When I worked in Harrisburg, PA, the assistant engineer’s name was Tom. It would appear that Tom has not paid his taxes, which on the face of it, is not all that surprising:

Pennsylvania is one of the worst states to run a business in. Their Dept. of Taxation comes up with radical ideas on ways of generating revenue all the time. They are “mean-spirited” in their collection tactics and downright assholes. They saw the tower business as a revenue stream a few years ago, and had to find a new way to “interpret” personal property to increase tax collections. So now, a tower on leased land is performing a “taxable service” and NOT a simple real estate lease. The similar goozy devils in Wisconsin heard about it, and decided to do the same thing! The outcome is again a “legal interpretation” and here’s how it works. A tower on leased land is now seen to be there to generate revenue as a personal property rental. And now, suddenly a trigger is pulled and BOOM, new taxes appear! State Sales Tax on the tower rent, and personal property tax on the tower itself, and of course income tax on the net taxable income from the operator of the tower and the real estate owner, as well as real estate taxes on the owner’s land! I saw an old archived 1940 RNC campaign film (video) at http://www.archive.org called “THE TRUTH ABOUT TAXES” which pictured a greedy government hand reaching into a worker’s pay envelope grabbing a dollar while crumpling it up as to show government waste. I will never forget it!
